E-Bike Insurance

New Jersey now treats e-bikes much like mopeds: every rider needs a license and a registered bike, and riders of throttle e-bikes must carry liability insurance. Here is what the law requires, and what it does not.

New Jersey’s two e-bike categories

Under New Jersey’s e-bike law (P.L. 2025, c. 285), what you need depends on which category your bike falls into.

The basics that apply to everyone

Riders must be at least 15 years old. Riders must carry their license and registration — and, for motorized bicycles, proof of insurance — while riding. The compliance deadline was July 19, 2026, and violations can bring fines. Confirm your bike’s category and current requirements with the NJ Motor Vehicle Commission.

The state minimum is a floor, not a plan

The required limits — $15,000 per person for bodily injury — are low. An e-bike moving at 25 mph can seriously injure a pedestrian, and medical bills from a single serious injury can exceed that limit quickly. Anything beyond your policy limit is your responsibility.

Liability coverage also does nothing for you. It pays for the people you hurt and the property you damage. Your own injuries and the bike itself need other coverage.

Do not assume your homeowners policy covers it

Homeowners and renters policies commonly exclude liability arising from motorized vehicles, and many limit or exclude coverage for motorized bikes as personal property. With New Jersey now treating e-bikes as registered vehicles, that exclusion deserves a close look. Check your policy, or send it to us and we will check it.

What an e-bike policy can include

Liability

Required for motorized bicycles in New Jersey. Covers injury and damage you cause to others, at the limit you choose.

Theft

E-bikes are expensive and frequently stolen. Look at how theft from a locked rack or a garage is handled.

Damage

Crash damage and vandalism to the bike, including the battery and motor.

Medical payments

Helps with your own medical bills after a crash, regardless of fault.

Uninsured motorist

Some policies cover your injuries when a driver without insurance hits you.

Accessories & roadside

Racks, lights, and locks, and a ride home if the bike breaks down.

Parents of teen riders

Teens 15 and 16 can ride only with an e-bike license or permit from the MVC, and the bike must be registered. If the bike has a throttle, it must also be insured. The insurance question matters as much as the paperwork: if a teen rider hits a pedestrian, the claim will be made against the family. Ask us whether a standalone e-bike policy or an endorsement makes more sense for your household, and whether your umbrella policy would respond.

Common questions

My e-bike has pedal assist and a throttle. Which category is it?

Generally, a throttle puts it in the motorized bicycle category, which requires insurance. If you are unsure, check the manufacturer’s specifications and the MVC’s guidance before you ride.

What about Pennsylvania?

Pennsylvania has not adopted New Jersey’s registration and insurance mandate; qualifying electric-assist bicycles are generally treated much like bicycles there. Confirm current rules with PennDOT. Coverage for theft, damage, and liability is still worth having.

Does my auto policy cover my e-bike?

Generally, no. Auto policies cover the vehicles listed on them. Some carriers are developing e-bike options, which is part of why the market is still settling. We can tell you what is available.

Are e-trikes covered by the law?

The MVC has indicated that e-trikes are not defined as e-bikes under the law. Coverage for an e-trike is still a good idea — ask us how to insure one.
